1. Go to Domains.Google.com
2. Click on the Domain you want to edit
3. Click Registration Settings
4. Scroll down to Users : Domain Permissions
5. Click Add user
6. Type in the user's email address
7. Click Add
8. Click Yes, add on the prompt "Add permissions for name@domain.com?"
