I was really struggling to figure out this problem myself, not sure what was going on. Why aren't these games working? Did the microchips die? Can an infrared chip die in the first place? While I didn't get answers to some of my questions, I can certainly provide answers to some of them using this video that I decided to quickly record.
The biggest issue that you need to tackle when making these connections is to make sure that the cartridges even have the resources to make the connection- If they don't have the infrared infrastructure in the first place, you probably got scammed. But if they do, you'll be able to detect them during the connection using a camera.
The second issue is orientation. Make sure that the cartridges are facing each other- Having the blinky light aimed at one another. If you got a weird thing going on where the card isn't inserted into the console like the old DS systems, then that'll change things. Just make sure they're both pointed at each other, and that you're not just following the image on the screen.
Third and foremost is obstructions- If there's something in the way, be it cloth, plastic, or a feline, it won't make the connection. Make sure to open up any slots and move any obstacles in order to make the connection.
With this, you'll be able to do things like connect to the pokewalker in HGSS, Trade, Battle, and exchange friend codes in BW/B2W2, and trade some sorta exclusive content keys across games in B2W2.
