The techniques in this How to Model and Paint a Realistic Baby Fondant Face (Baby Boy): Cute With Big Cheeks video can be applied to to modeling other fondant faces / sugar paste faces for baby cake toppers.
This particular sugar paste baby face is very full with big, cute, chubby baby cheeks.
It is important to use fondant containing Tylose for the modeling as stated in the beginning of the video, otherwise, one takes a very high risk of the fondant / sugar paste losing its shape very easily and will make achieving desired results very difficult.
One can also use gumpaste if desired but I find that using fondant / sugar paste with added Tylose tends to work better as it gives a bit more work time without the risk of it hardening too soon.
ADDING THE HAIR: One can refer to our previous video "Edible Watercolor Painting on Fondant Shirt, Fondant Hair, Braids (Kahlo Cake Topper Part 3 of 3)" beginning at about the *0:40* mark for reference. We will have a future video with the entire baby boy topper including how to add the hair and ensure a fully rounded head but the above mentioned video "Watercolor Painting on Fondant Shirt, Fondant Hair..." contains the same technique used.
