The longer you cut the tape the easier it will be because in order to open a lid you need to generate torque (forces that cause rotation is torque), and torque is directly proportional to the distance from which your are applying it. For instance we attach handles away for door hinges because of the same logic.

Stick under hot running water. Metal expands and rubber seal softens and loosens easily. Sugary, sticky rimmed, previously opened jars respond well to the heat. Then wash the sticky off the rim of the jar and the inside of the lid before you re-cap the jar.

A better method is to relive the pressure. You have trouble opening the jar, because there is a negative pressure inside it. Use a fork or strong knife as a lever, and try lifting one side of the lid. By doing that, you break the seal, and let some air in. If you done it successfully than you should hear a popping sound and see the middle of the lid pop up. Now you can open it with hands.

I find that my quicker way to open jelly jars and other glass jars, is to simply use a rubber band that goes around the edge of the lid. Make sure that the rubber band is securely around the lid and not wrapped around the neck of the jar; you can also double the rubber band if the lid is smaller and you have larger rubber bands. The jar opens much quicker and I find that rubber bands are easier to locate (desk drawer in study or desk drawer in kitchen). I store my rubber bands in recycled prescription bottles from medication that I get from the pharmacy. Also these prescription bottles, once cleaned and dried can hold three rolled up 100 postage stamp coils and keep them in a designated drawer near your envelopes and they stay dry. I am sure you can do another segment on how to use rubber bands in other unique ways. This technique also avoids hitting the lid with the blunt handle of a knife or hitting it against the counter which is mentioned in an earlier comment by another viewer.
