This is an old Robot Research Model 70 Slow Scan Television Monitor. It takes SSTV audio tones and turns them into a picture! For ham radio in the 1970s, this was a big breakthrough. Today it's mostly a curiosity, as SSTV formats have evolved to include new-fangled stuff like color!
I picked this up at Free Geek Twin Cities (www.freegeektwincities.org/), a local computer thrift store and recycling business that has some really cool stuff! They're also a great place to drop off your unwanted tech if you're in the Minneapolis / St. Paul area.
