In the process of reorganizing military institutions, which came to the agenda after the July 15 coup attempt, military schools were also included in the scope of regulation. In this process, the Naval High School, Işıklar Military Air High School, Kuleli Military High School, Maltepe Military High School and non-commissioned officer preparation schools and War Academies, which meet the needs of the Turkish Armed Forces for petty officers and officers, were infiltrated by members of the Gülen Movement, who was shown as the perpetrator of the military coup attempt. The law came into force on July 31, 2016. With the decree, all students were dismissed from these schools. With the same decree, the National Defense University, which will provide education at associate, undergraduate and graduate levels, was established in order to fill the gap in the educational institution that meets the need for officers and non-commissioned officers that will arise with the closure of these schools.
The university opened for education and training with a ceremony held at the Air Force Academy on February 12, 2017. The Naval Academy and the Land War College were opened on March 13, 2017.
The university's associate degree education is provided through non-commissioned officer vocational schools, which were formerly affiliated with the Turkish Armed Forces, but are now affiliated with the university in question, undergraduate education is provided in faculty-equivalent military schools, and postgraduate education is provided through institutes established instead of the closed Military Academies.
The university's associate degree education includes Band Petty Officer Vocational School, Naval Petty Officer Vocational School, Air Petty Officer Vocational School and Land Petty Officer Vocational School; Undergraduate education: Naval Academy, Air Force Academy and Land War College; postgraduate education: Atatürk Strategic Research Institute, Alparslan Defense Sciences Institute, Barbaros Naval Sciences and Engineering Institute, Naval War Institute, Fatih War History Research Institute, Hezarfen Aviation and Space Technologies Institute, Air War Institute, Land War Institute, National Defense and Security Institute. and provided by the Joint Warfare Institute.
With the start of the university's operations, the dependence of the Land War College, Naval War College and Air War College on force commands was eliminated. Schools that train officers for the Turkish Armed Forces graduate in at least 4 years as a result of training given by civilians.
When the university was established, its rector was elected by the president from among three candidates, with the recommendation of the minister of national defense and the approval of the prime minister. Vice-rectors were appointed by the minister of national defense, with a maximum of four people. It was envisaged that the university organization would be established later by the decision of the council of ministers. However, after the political system change in Turkey in 2018, the appointment of the rector and the organizational decision were left to the president.
Institute directors are appointed by the minister of national defense, and subunits of the institutes are formed by the Ministry of National Defense upon the proposal of the rector. The functioning of the institutes and other matters are also regulated by the regulation issued by the Ministry of National Defense. Military academies and non-commissioned officer vocational schools operate according to their own special laws under the supervision of the university administration.
