This sort of equivalence testing are mostly used when a study initially testing superiority failed? In other words, are there some differences between this and a trial initially planned to test non-inferiority, for example? thanks

You can perform these tests posthoc as you describe to better understand a non-significance result but you can you pre-specify equivalence bounds before the study, which is a better option, as you can’t “equivalence hack”. There’s no difference in performing these tests between these two options
