More 1930s. But the 50s were the transition from that world into the more modern world of the 1960s. The hula-hoop device requires a late 50s setting, but some elements of the earlier era's cultural style survived even then.

The type of speech presented here is in the transatlantic family. The transatlantic accent was developed in the 1920 for giving live speeches and was carried over into acting and then adopted by the north american upper-class. The accent is used heavily in early 20th century film and so we tend to associate its use with that time period. The accent is not considered a true or naturally developing accent as it was deliberately learned and adopted by those who used it (It was often taught in private schools).

JJL is doing an exaggerated parody of the Mid-Atlantic accent, which is itself not a real accent but one developed for the stage. She's trying (and succeeding, I think) to create a cross between early Katherine Hepburn and Joan Crawford.
