Hey Joe- I know you're already past using this, but I cut a 4x8 sheet of 1/4" Luan into 3" wide strips, and hot glue them to whatever shape I need. And I lined my birch bulkheads with laminate like used for countertops (friggin $120 a sheet 😬) and used heavy paper like you did, but I cut 2" squares in the sheet every foot or so so that I could slap a piece of duct tape over it and that'll hold the sheet on so you can work more easy to cut it to size
