Sheridan basically used the threat of observers as a way to get Londo to allow remaining Narns in Quadrant 14 go, to which Londo agrees, as he didn't want his pact with Morden to be exposed. However, as he knows that Sheridan knows probably exactly who he's working with (there's no way someone like Morden swallowed explonation about his imprisonment being a mistake-he most likely has also given heads up to Londo that Sheridan is on to them) and all opposition he might have had left in Centauri court have been eliminated, there's no need for secrecy anymore: anyone who could be threat to Londo back in royal court is either dead or rendered powerless. Also, Londo is probably aware that Earth Alliance is, despite Sheridan's hopes to the contrary, making moves to withdraw from the whole affair with the upcoming non-aggression treaty, so he knows that he can afford to deny that request.

Agreed. This is where G'Kar really comes into his own. He was almost a 2-dimensional antagonist in the early days but filled out more and more. The elevator scene where he refuses to work together with Londo to escape was another inflection point like this in their relationship. And as for Londo, look at him more closely. He is scared. Things are spinning out of control and he knows it. But all he can think to do is hold on, maintain the facade and jump forward from moment to moment hoping there will still be solid ground for him to land on.
@nelsonchereta816

Both were true of each of them. G'Kar was more than willing to kill for his people. What happened to Reefa was a good example. He was also doing everything he could to continue the war against the Centauri and later the Shadows. When the Shadows were about to destroy Centauri Prime Londo told Vir kill him because he thought it was the only way to save the planet. And when he allowed the Drahk to attach a parasite and act as their puppet he was effectively sacrificing his entire life to protect his people. Both Londo and G'Kar were ready to do anything for their people, what made them each such amazing characters.

The entire story was sad to begin with, the Narn felt the need to seek revenge against the Centauri due to the past. The Centauri was beaten to the corner and Londo tired of seeing his people attacked and himself being publicly embarrassed decides to take matters to his own hands. A third party uses their conflict to create more chaos and thus the 2nd Narn Centauri war begins. It ends with Centauri making a dark pledge and agreement then fully destroying the Narn fleet completely and their home world.
