As a Russian I can confirm that both assumptions (about the measurements and about the pronunciation of the centimetre) are correct.

Honestly it's probably just that u i students don't have to do spelling bees anymore, read random foreign language texts or vocab lists, or do weord trivia contests anymore. Kid's education means they are in contact with a lot more general knowledge than adults, and hear and have to remember words and their meanings a lot more. Uni students and adults generally focus on specific fields more. I don't think that's a bad thing. After all, crossword puzzles aren't exactly an important skill.

In the British show 'The Secret life of 4 year olds' I saw two kids trying to figure out who could have the toy-telephone. The girl said; 'Oh I do apologize, but I'd much rather have that toy bunny over there. If you could pass me that, we could trade.' And the other girl said; 'And then you could let me know if you're finished playing with that telephone, alright?' 'Yes, I sure will.' Then, the Netherlands (my country) adapted the format and did the same thing. Within seconds I was looking at two, barely-speaking footlong cavemen that growled and screamed and hit each other in the face with toy-cars. One stole all the toys, brought them to the toy-house, realized he had nobody to play with and just sat there crying. And the other went and tried smearing ink on the carpet and hiding pencils in the gardenplants. Neither spoke properly, only; 'Mwhuuu mwhhuu he..he mean. He was mean.' and 'Buhuwhuhhuu buuuuhh buuht I want candy.' I mean, I don't know what specificly happened there, I work in childrens-daycare and I guess we're too layback or something? But that was a big difference.

"You write it right there, madam!' What a great moment. When I visited London, right after I turned 19, I hoped that *anyone* would call me either madam or lady. Even 'Hey Lady! Out of the way!' would've been sufficient. Instead I was called another word I _can't_ repeat. That's a hint. I asked for directions on the last evening and instead of those, I got that word again. Spend my last hours in London crying about it. I did solve the problem though. I bought a square foot on highlandtitles and now I'm officially a Lady. And not a word I _can't_ say.
