Borders of Japanese fiefdoms were complex, and often sources of conflicts too. TOBICHI (飛び地) or exclaves in neighboring regions due to historical connections were not uncommon. ISE-YAMADA warden (伊勢山田奉行) was famous for having to deal with complicated borders, especially because it was SHOGUNATE territory (or 天領) adjacent to ISE-SHRINE land, surrounded by KISHU-han territory. I'm sure you learned in school about the famous story that OHOKA Tadasuke (大岡忠助) was appointed as the Edo-warden by the 8th Shogun YOSHIMUNE 徳川吉宗(who was the Damiyo of Kiyshu or 紀州藩主), because he was impressed by OHOKA's ability as ISE-YAMADA warden.
