Theory that might be a huge long shot: I realised that the tv quality sounds like it was recorded with a VHS tape, and knowing that the players are the only humans in the game and the other inhabitants are animals leads me to think of this. The AC world takes place in an alternative universe where in the Cuban Missile Crisis, the Russians actually fired the missile and it ended up in a war with the US and ended by 2000-2001, when it ended 80% of the known life in Earth was wiped out (most of them at the end of 1999). Some people were lucky and survived in their bunkers, I would say somewhere in 2300 people finally go back outside and find out that the animals have mutaded to be intelligent and start speaking their own language, so intelligent enough to have computers, phones and even A.I robots. The reason why they developed so quickly is because the were also mutaded with human DNA, at least the ones that were left, and became intelligent. I would assume both the game show and the cooking show aired possibly between 1993-1995.

I love seeing these Animal Crossing easter egg videos. Subscribed!
I've always thought of "animalese" to be just saying each individual letter but sped up to make it sound like it is it's own language and everything, and although the people in the tv aren't speaking animalese and are speaking Japanese, this somewhat proves my head-cannon theory along with how when you type stuff in the game it sounds like the game is saying the letter you type in a sped up way.
