We have this movie along with other cartoons, on VHS, it really made an impact on my childhood...

@weggieish I've already answered this question two times. These ads were mostly shown before serials, not features. I have uncles who spent all day in movie theaters when they were kids, who recognize many of these cartoons. You seem to forget that most homes didn't have televisions, this was the only place kids could go to see motion pictures. Most adults of the time were working fathers & homemaking mothers who had neither the habit, nor the time to be sitting in movie theaters all day.

They didn't need to. The income tax started in 1913, and before the end of WW2, Congress found a way to force everyone to pay it automatically: withholding tax. It started in 1942 with a "Victory Tax" and became universal with the The Current Tax Payment Act of 1943. It was pushed by the Fed and sold by the Treasury as a wartime emergency, but was never repealed. That has been the pattern in the US - losing personal freedoms temporarily due to "emergencies" only to continue forever.

Income taxes ARE indirect/excise taxes which are the profits from utilizing federal resources, whether they be powers, land or taxes. When the words, "from what ever source derived" was added to the 16th, it was understood that the sources were derived from within this limitation. That is why so few people owed Income Taxes for a long time after the 16th was supposedly ratified. Their earnings did not fall under the legal term "Income" as defined by SCOTUS within the defining cases.

Something like this is actually worth showing, the idea that we are all in a war together and that we need to save instead of wild spending. A big part of our economic problems come from a society that demands that we spend constantly without thought of consequence.

As an American I understand that our payroll represents our blood, sweat, and tears. If our income was deductible from the sales tax base, a 180 degree change would result. No longer would our domestic incomes be stifled, but rather, they would be encouraged.

Direct taxes are so taboo the Constitution talks about it TWICE: "No capitation, or other direct, tax shall be laid, unless in proportion to the census or enumeration herein before directed to be taken." and "Representatives and direct Taxes shall be apportioned among the several States " In the US most Citizens blindly pay taxes straight out of their paycheck; a direct tax on their ability to earn a common living. They are not exercising a taxable privilege, but a fundamental right.

I think Zoot suits were a common civilian outfit at the time. A sort of popular suit at the time. I think the name "zoot suit riot" was actually a misnomer. I think for the purpose of this cartoon the suit was meant as an icon for careless spending rather then a specific group. Incidentally Disney made propogranda cartoons meant to be shown in Latin American countries also showing Donald Duck.

Bekkynixon; The normal situation is that US Citizens have the right to earn a common living without being directly taxed like a serf. In times of war, however, Congress is allowed to TEMPORARILY enact a capitation tax that directly takes money out of the pockets of Citizens. To be fair, it must be a fixed dollar amount distributed amongst the states according to the population. It also has a two year longevity before it must be reconsidered. After WWII, though, the Tax remained in effect.

The law shows that when you are paid for work/compensated for labor, it is defined as gross income, after taking deductions that becomes taxable income. Losthorizons is totally based on lies and confusion.

@chobits1983 I already addressed this. These cartoons were played in movie theaters during the day, before serials, when only children were in attendance. I don't know how old you are, but I have uncles who remember watching these cartoons in theaters when they were kids. In point of fact, almost all propaganda is geared to young persons. You should really take a closer look.

"It just could make money out of thin air to cover costs". In a way they already do. The FG tells the FR that they need some money. The FR calls the treasury and orders the money printed (at the cost of the paper, ink and labor) and "loans" it to the FG at face value plus interest. And there you have it, money and inflation out of thin air. Without the FR the treasury (FG) could print their own money but they would have to back it w/ something tangible, like gold or silver. Wow! What a concept!!

Out of curiosity, Repro, where are you from? In the States, if you sign a W-4 form, something common workers never need to but are tricked into signing by the system, then yes, your tax is withheld automatically. That practice didn't happen until the end of WWII, to coincide with their plan to con us all into paying a direct tax on our labor when we don't have to. Capitation, or direct taxation, is not allowed without being proportional to the census, yet we pay a % based on our pay. :(

The minute the income tax was created, we lost ALL of our freedom. We have been slaves since 1913. The income says that the government owns us. They own all of the rewards of our labor. It is only by virtue of their generocity that we are allowed to keep a portion of it.

It all goes back to this; the People, be they from Norway, the US or anywhere, have the right by virtue of their being alive to enjoyment of life, or "The Pursuit of Happiness". It means no other person or government has the right to interfere with the common living of a natural person. Unfortunately, governments have a way of forcing their subjects to surrender money that is supposed to support their family. This isn't freedom, its serfdom, or slavery, depending on the degree of taxation.

Yes, the wording on most sections of the Constitution changed many times. It was more about the pursuit of a making a living, which often requires money, but "Life, Liberty and the Pursuit of Money" isn't the most enlightened way to put it. :)

It is easy to define federal privilege once you break down the powers that the federal government have. 1. Running a business that uses federal owned land to make a profit. This, in common terms is called rent, but a rent based on profit. 2. Using a federal power to make money. 3. Being paid in tax dollars. It ends up being a rebate to the government for the privilege of doing business with them. 4. Being an alien and working within America is a privilege.

[Actually I think they said 'it may not confict with itself' meaning within the amendment. ] NO, an amendment may not conflict with another. Amendments only extend the power of the government. They neither may conflict with original amendments, nor conflict with the bill of rights.

If you are British, it's okay. We can forgive a little misunderstanding from across the pond. It's actually covered by the Enumerated Powers, in Article 1, under the Taxing and Spending Clause. I was aiming that remark at the people who are leaving such memorable quotes like "OMG dwn wit dasystem!!!!111oneoneeleven!" when they don't seem to grasp a basic understanding of the Constitution.

So many Americans have this irrational phobia of socialism, or rather what they think socialism is. Many Western Europeans live under socialistic policies, and they're not exactly living in squalor. No perfect system exists, but many Americans are too lazy to make the distinction between socialistic policies and the communist dictatorships.

Let us say this together. The 16th Amendment provided no new power of taxation. 16th amendment 'Income' is not money made by a worker in the Unites States of America. It is profit separated by corporate gain. 16th Amendment has nothing to do with the average American citizen making their own money. While we get a repeat that there was income tax before the 16th amendment. The 'Income' involved was not today's Webster's definition of income. You have to go back to 1800's definition.

These are taxed because these activities are the only things in which the Federal Government has sole jurisdiction over. The government can not tax a right, which would be the same as regulating a right, which would be no right at all. Every American citizen has a right to (try) to earn a living in America.

Point: We aren't slaves or serfs. We can't be forced to sacrifice money we earn for a living (pursuit of happiness) to a government. Point: What part of your paycheck is your original invested capital, and what part is taxable profit (income)? Point: Businessmen derive their living out of the NET PROFIT of the business, which is taxable. So Congress allows a "standard deduction" so he can also enjoy the standard of living a free man earning free compensation for his labor has. THINK!!

You really have to hand it to that generation of Americans they knew how to sacrifice for the greater good and how to accomplish great things. At home people were taxed 95% so they'd feel involved in the fight and to make sure they only bought what they absolutely needed. They do some of this in China today this is how superpowers are made. It's too bad today that we're so self absorbed that we've forgotten what made us great in the first place.

That is not what the Supreme Court said. Paraphrasing, it was said that one amendment may not conflict with another, doing so would destroy the integrity of the document.

The constitution says that Congress has the right to lay and collect taxes. Yes it does. Then it goes in and specifies what sorts of taxes may be laid and how they may be collected. Remember the Constitution was a document limiting the power of the government to the specific clauses within. It specifically states what and how the government may do things. The Income tax as it is being imposed is a direct/caption tax. It MUST be apportioned though the states though their census.

Considering the riches that we in the US have compared to much of the world, it seems to me that not very much is expected of us as citizens. We are not required to vote, military service is voluntary (thank God), and we are not required to occupy government jobs. There are only two things all of have to go through: taxes and jury duty. And even those can be sidestepped. I again submit that taxes are a small price to pay for what we have, especially if it goes toward the maintenance of same.

It is propaganda, and you can see the agenda behind it. But.. stuff like this (despite people's opinion of income tax and government, even at THAT time) really got people behind the war movement. Cartoons like this and comics like Captain America really united the country in WWII. So you have to give them credit. Though it's still propaganda, with a political agenda, it definitly played a huge role in WWII America. A cool piece of history to study.

the word 'income' define in the constitution is on corporate gain, NOT wages/labor. Your wage/labor is your private property, taxing your labor is like slavery. The Supereme court did NOT give congress new taxing power to tax your labor.

...though their census. The 16th amendment does not remove the apportionment to direct taxes. The Amendment may not conflict with any of the articles. The Apportionment clause for direct taxes was not repealed. There for Income taxes as a direct tax is unconstitutional. So, follow me, that means, to be constitutional, the Income Tax MUST be indirect/excise taxes. That result is they may be avoided by the normal person living a normal life. Excise tax and Privilege tax are synonymous terms.

I agree with you eklypse, but who would pay for the costs of running our country if we didnt pay taxes? We need taxes to maintain our way of life. Its a no win situation; but we do need the taxes. However, the taxes do need to be adjusted and cut down on.

Jealousy has nothing to do with it. It's about standard of living. It's about being able to keep yourself afloat, which is becoming increasingly difficult even for the middle class. You also subscribe to the myth that the poor don't work hard. Tell that to those who work three jobs and even then barely make rent.

Back in 89 when I was a young one...I looked toward into baying my taxes. Taxes for my defense of my country, taxes to my road up keep, taxes to keep actual teachers in school, taxes to help my elderly. But now my taxes are just going into some section 8 drug bums that spend their money on drugs and hookers and my tax money is going into their bills....use to love this country but I see myself being a freedom fighter. All the current politician has to do is screw with my rights and it is game on

"Amendment may not conflict..." That's way there ARE amendments. Nothing has to be stated to be 'repealed' for the amendment to be valid. Apportionment for income tax was removed.

Taxes are the price we pay in order to have a government protect our rights. I'm not a fan of taxes, but I don't think they're theft. If you want a military, courts, and policing to protect you, you're going to have to pay for them.

"Webster's Dictionary....." If true, then the definition has changed over time. One definition now is: "the ratio of such pecuniary gain to the amount of capital invested"...whatever your gain (income)is from your capital (time/labor). "It seems to me that if something is unconstitutional, then, by definition, Congress has no authority over it." The 16th Amendment made it constitutional to tax incomes from whatever source derived.

Once we get the FairTax, we'll wonder why it took us so long. It'll eliminate the $300? billion wasted on compliance. Poor people won't pay any taxes because of the Prebate. Criminals and illegals will finally contribute to the tax collection. Prices will likely stay the same, but you'll be able to buy a lot more with your pay check. Do the research. Today's taxes are mostly a money transfer from one group of people to another group of people--not for an all-out war effort as was the case after Pearl Harbor. Today, there are net tax payers and net tax receivers with a trend toward fewer people paying more of the total income taxes. When we reach the point that more voters don't pay income taxes than voters who do, untaxed voters will always vote tax increases on the rest of us. This will kill the incentive to produce and create jobs.

That depends on what taxes you are talking about. The biggest tax is the one most people rally against, the Subtitle A Income Tax. That tax money does not go to Police, Fire fighters, or Rescue workers. It is also the biggest drain on the economy then any thing else, other then Bush's spending.

The sixteenth amendment and the tax laws passed pursuant to it have been followed by the courts for over half a century. They represent the recognized law of the land. Because the sixteenth amendment was duly certified by the Secretary of State, because defendants have not alleged that the minor variations in capitalization, punctuation and wording of (cont.)
