Seeking changes in a six-decade-old Indus water treaty, India on Sept 18 formally notified Pakistan to amend the pact. The notification highlights fundamental changes in circumstances that require a reassessment of obligations under various Articles of the Treaty. With this Notification, India has called Pak to begin government-to-government negotiations under the provisions of Article XII(3) on treaty. India’s step to amend the treaty came months after a Pakistani delegate visited India to oversee some of the projects under the treaty. According to the Indus Water Treaty, waters of western rivers i.e. the Indus, Jhelum, and Chenab were allocated to Pakistan. Whereas, India exercises command over the Eastern rivers i.e. Ravi, Beas, Sutlej with rights to produce electricity from river projects. Now, India has raised concerns over several issues majorly including changes in population demographics, environmental issues. India’s need to accelerate the development of clean energy and the impact of persistent cross-border terrorism. The longstanding dispute concerning the Kishanganga and Ratle hydroelectric projects prompted India to seek modification in the treaty.
