Does dense packed insulation in a cathedral/vaulted ceiling need to be ventilated through soffits and roof ridge vent?

If densepacked 100% correctly the answer is no. You wouldn't need soffit vents or ridge vent because there would be no air flow through the densepacked cellulose. If it's not 100% done right there is a risk of moisture build up on the roof sheathing and rott could occur. The longer the vault from soffit to roof peak the more risk of the densepack to fail.

For a resilient system it should be. In a cold climate the dew point will be somewhere between the interior conditioned space and the cold roof deck so any vapor driven into the ceiling system will condense. While dense pack can hold and release moisture, if there is no drying capacity it will lead to mold and rot in the roof system. Vapor control can reduce this, but thermal drive (heat rises) will be a challenge. A vented attic with loose pack is a far lower risk system but with cathedral ceilings that isn't an option.

Better to put in a chair rail over the holes after patched.
