Those truckers are on Electronic Logs and limited to 11 hours driving within 14 hour workday clock. A 10 hour break resets it to 70hr/8 day work limits. That gridlock is stressing the hell out of those drivers besides their appointments to deliver.

The people who they work for must also allow some time for the truckers to stop at a place until the storms go by. I have seen videos on KZitem that these guys speed on icy freeways with hardly no visibilities going like 65 to 85 miles per hour, and plowing into a pileup that happened. They don't used CBs anymore since the companies won't allow them anymore. Only the small companies allow them. Plus, the drivers today are getting less time training than in the past which also caused these issues.

Trust me it's just dumb luck, I've lived here for 20+ years, there's always some Real Estate Developer that will build in the dry river beds, look for other videos here on YT and you'll see a whole neighborhood with mud for streets. There's a HUGE dry river bed that's 30ft-50ft deep and over 100 ft wide that runs the entire East to West length of the Valley, nearly every City has that River Bed in it , this is a Valley (Coachella Valley) and all sides are lined Hills or Mountains and the Rain water naturally flows to that River Bed. There's Country Clubs that build their Golf Courses in the River Bed, there's also numerous Streets that are built in a river bed directly leading to the Major River Bed, and so they not only Flood every time it rains, but they have to be closed when it gets Windy because the Wind and the Sand blow down the river bed and cover the streets with Sand and cars and trucks get stuck then too. If you're interested I'll show you the River Bed in Google maps Google "Hampton Inn & Suites Cathedral City, Ca." go to the Satellite View and you can see the Size of the River Bed and how long it is.. right now it's over 6ft. deep and rushing about 30 mph.

It won't help. For example, the railroad next to I-10 is on elevated roadbed- yet it also got flushed up with thick layer of mud. such large volume of mud has no way to go anywhere - so it will build up, until it reaches the top and go over it.

Not one area. Further northwest, you have mudslide in Forest Falls. You have interstate 8 east of San Diego shut down because of flooding and mudslides. Some parts of I5 and I 15 are shut down as well. Out east from San Bernardino to Blythe on the California and Arizona border is mainly flat, and too much rain tends to flash flooding. There are more people living in California today than there was when I used to lived there, and they tend to build in flood plains big time.

The eastbound lanes are flooded in spots (like here) and the westbound flooded in others. There are even a couple of spots where BOTH sides are flooded. The trucks and cars you saw are likely stranded between flooded patches, and have nowhere to go. Incoming traffic from both directions is being detoured through local streets, and there are currently only a few east-west roads open. It's a mess.
