In Part 2 kzitem.info/news/bejne/umeXv4N7r3OIjIY we cover that an ACPI enabled PC's IRQs are controlled by the BIOS and there is no manual control. Since Windows Vista, ACPI is required. So on Windows Vista thru 10 your best bet is to try an updated BIOS, disable the component which has an IRQ conflict (such as one of your 3 USB controllers), or replace your motherboard. (And don't buy that manufacturer again, since they should be able to program ACPI by now.)
