Cause they didn’t let Joe be like a talker like Ali cause of the racism back then and they made a law for joe to not be some cocky loud fighter like how jack johnson was cause they didn’t like he became the first black heavyweight champion so they were gonna make that wasn’t gonna happen again. Plus Joe was already introverted and a quiet person to begin with so it wouldn’t of made a difference.
