It is not adjusting the volume sent from the receiver to the mixing console, but about adjusting how sensitive the transmitter is to the signal sent from the microphone. Especially when you get into bow, lapel-microphones or instruments connected to body-packs the strength of the signal from the microphone may vary a lot with the type of microphone and the strength of the users voice or instrument used. Too sensitive input on the transmitter may cause distortion when the audio is encoded for wireless transmission, distortion that will carry on to the mixing console. If you hear distortion in a wireless signal, turn down the sensitivity on the transmitter and increase gain for the channel on the console to compensate for the reduced audio-level.
