What is the context of this video? She's obviously heard before because she understands everything everyone is saying, and is familiar with the way things sound when spoken through a funnel. A person who had never heard wouldn't understand auditory language and wouldn't be able to speak fluidly and fluently the way she does. I'm guessing maybe she was deaf only in one ear or something.

There's always some dope in the room trying to play out their own fantasy that them saying, 'I love you' will be the first thing the subject hears and be some profound moment they'll remember the rest of their lives. It's always so satisfying to see it never works out the way they had schemed. Sorry, Mom: life ain't a daytime TV show.

You're right. Her life has been worse than any daytime TV show that they could make. So if Mom wants to say "I love you" then she has all the right to do so. You have no idea what they have been through in her 17 years of life!
