The hydraulic pump only runs to lift, decent is just by Gravity alone and the release of the hydraulic oil back to the tank, it appears you have two problems, the main one being the release solenoid is not opening to release the oil back to the tank, this may be an electrical or a mechanical valve malfunction, you will find this item fitted to the pump unit, with the safety catches lifted out of the way just by pressing the lock button olone should lower the lift, as this is not happening it is because the oil is NOT being released back to the tank so start with looking into that solenoid valve.... Second, as you point out the full travel switch is somehow not working and is why when you press the down button the system runs to lift to disengage the saftey catches, but this should be for only a second or two....yours runs for as long as you press the button and is not correct and the rams go to full travel and system pump goes into by-pass mode at full hydraulic pressure. To lower the lift as it has no weight on it just put a catch tray under the hydraulic line to lift connection at the side of the lift and crack open the joint slowly, the max preassue will only be about 50 Psi with no car on the lift and you can lower the lift to now try and fix it...
