Action breeds Ability and Confidence. Can you take a toddler kayaking? Yes. Can children be on the water? Yes. Just be careful, take precautions, and give them the space to succeed.
Watching our child find new things he enjoys is an incredible experience. We love seeing him try and fail and try again until he gets it right. Sometimes that's a seemingly small thing. Sometimes it's big.

The more a child is exposed to things, the quicker they will pick it up. Full disclosure, this is not Barry's first time on a kayak. We took him twice last year, I believe when he was between 18 months and a year. Then the winter came and this is his first time out this season and we were astounded at how well he did.
He loves the water and this time out he really wanted to have a role in the entire experience. He sat and watched us paddle for the first half and then he insisted on taking the paddle himself.
Make sure your child is always wearing the proper protective gear. Including an approved life vest that fits well, good water shoes, and lots of sun screen.
Another key is to choose an appropriate body of water for your child. This will primarily include the number and severity of rapids and the presence of motorized boaters. We chose a local river, the Etowah, that has very few rapids to speak of at all and typically has no motorized boats either. They're not prohibited, but the often shallow water keeps most off the river.
Take the necessary precautions. Prepare. And you and your entire family can have a safe, fun time on the water.
We use a tandem sit-on-top kayak (Perception Tribe 13.5) for ease and stability.
