Unless you waste countless resources rounding up whole towns into prisons so you can try to sort out the dissidents who may or may not even be there, there's always gonna be someone with a gun able to take out at least one soldier, and that attrition is never going to work out for the army, unless they're willing to destroy their own infrastructure and recruitment sources.

Joseph Seed was a brilliant psychopath. He inspired his abused and tortured siblings to use their vices and survival mechanisms to help create Eden’s Gate. He used his younger brother, John, to help build the cultural wing of the cult, and in turn John handled outreach and connected with musicians and singers across the United States, indoctrinating them and having them create propaganda for Eden’s Gate. John Seed was most people’s first antagonist and he contributed the least to the military wing of Eden’s Gate. But he basically attracted the numbers and that meant he needed to find ways to make their group attractive to outsiders.
