To 'regulate' the movement of 'outsiders' to tribal-dominated hill districts of erstwhile Assam - modern Mizoram and Nagaland; along with North East Frontier Tracts (later NEFA and modern Arunachal Pradesh) the British started issuing Inner Line Permits (ILP) under the Bengal Eastern Frontier Regulation Act, 1873. The system was later adopted by the Government of India to 'preserve' the unique culture of tribes.
After anti-Citizenship Amendment Act (CAA) protests all over the northeast, the ILP system was extended to Manipur and a similar system was proposed for Meghalaya.
