I fix Chinese scooters most days and are very easy and cheap to fix, first check volts coming out of state can be has high as 40/50 volts if voltage present then meter volts at rec should have volts up from stator and volts coming out and going back to battery volts also go though ignition switch. Check connectors as pins get bent or green corrosion in them , try continuity only on charging system wires , you can find wiring diagram on line you can even ask lexmoto technical man if you get stuck ,lexmoto are very helpful people, why dont you set up a trade account with lexmoto as parts 1/2 price just register as business it's not hard to do, iv been a trade customer since they opened and get great service from them,

know its old but recitifier, on your meter might be a symbol the same as the diode picture, (@27:25) set meter to that middle diode symbol, black lead to - and red lead to +, if you get 0.00 its ok, if you get .1 its open, basically current flows from - to + but not backwards, treat the middle diode symbol as an arrow, the the line after the arrow represents a wall, stopping current flowing back

Hey I'm Back Again So I See You Got The Voltage Regulator And New Stator And Neither One Was The Problem So Now It Could Be The Ignition Switch Also Can Be A Break In Between 1 Of The Ground Wires Which Are The Green Wires That Plays A Big Roll In The Charging System As If There's A Brake In One Of The Ground Wires It Will Completely Stop The Charging System From Doing Its Job And Not Charge The Battery While Running Do Not Mess With The CDI As That Have Nothing To Do With The Charging System The CDI Is Like A Computer As It Controls The Engine Of Your Scooter. Its got to be wiring then or cdi. Side stand switch needs to be working or wired up problem to give spark. The starter cog is normally one that pulls out. So a new one may be needed. But also make sure your variator is on properly as the starter gear sometimes attaches to that. You can pull the cover off and see what the starter is doing, that will give you a good idea of what's going on.
