I know this comment is quite old but I'll reply anyways. I'd say the first thing they need a functional government. There's a coup or an attempted coup every couple years, as well as widespread corruption, multiple armed insurgencies and a population crisis. There's too many mouths to feed and not enough food due to severe drought. What you're asking for is good policy, but in order to implement those reforms, you first need a functional government with the funds to do so, which I don't believe we will see in the near future.

Mt. Meru, your words depict exactly the minds of Black Americans. They are obsessed at the center of their being with so called race. But they are full of anglo saxon culture. they may look african but they completely reject their true african cultural roots. They are not africans anymore they don't understand culture of africa even hey still need it. They think identity is only race , they are wrong. Culture of Africa is more important than being "black". Always when i see a real african woman from Africa, i feel Delighted, someone good to watch. But when i see some american Black who is racist that is completely different person, i am disgusted by them.

This was my reaction too. The watering hole is a random pit in the mud? Is there no method of designing something to preserve the water so it won't evaporate away? All Equatorial Regions only have atleast food, water, trees, Animals and riches. But, in snow and desert nothing is there. So, thank God for creating u here near Equator like America, Africa, India and Australia. We in India, we r suffering because of Yellowish very dangerous people from ancient Egypt li.e. Hindus, Muslims from middle East and this British now settled in America. So, stop complaining and start planting local God given indigenous varieties of plants and trees, collect baby plants from mother trees, then dig wells not bores.
