Social protection programmes are considered a promising way of helping populations tackle short term risks while also promoting climate resilient livelihoods in the long term. Yet, questions remain about the extent to which they can tackle the ‘root causes’ of vulnerability to climate change, as opposed to being a short term ‘sticking plaster’ that help people cope in the immediate term, but leaving them no better, or potentially worse prepared for future climate-related shocks and stressors.
