The confusion probably comes from the narrations which say that you won't be blamed for the first look/glance, but are blamed for the next.

Yes avoid. But when you are interacting with them, you should give eye contact, not excessive but be respectful. Remember you are representing Muslims and you don't want people to think Muslims cannot have basic social skills
