Low Income Senior Housing - Section 202 Housing & Disability Housing

Established in the Housing Act of 1959, Section 202: Supportive Housing for the Elderly, is a Housing and Urban Development (HUD) program that provides capital advances to private, nonprofit sponsors to finance the development of housing for elderly residents. In FY 2010, Congress appropriated $825 million for Section 202 construction and rental assistance projects.
What is section 202?
The Section 202 program helps expand the supply of affordable housing with supportive services for the elderly. It provides the very low-income elderly with options that allow them to live independently but in an environment that provides support activities such as cleaning, cooking, transportation, etc.
Section 202 is comprised of two components: capital advances and operating assistance. The capital advances are provided to nonprofits to cover construction, acquisition, or rehabilitation-related expenses.
HUD also provides rental assistance (known as Project Rental Assistance Contracts), which makes up the difference between the reduced rents that eligible seniors are required to pay (30 percent of adjusted income) and the operating expenses of a particular development. HUD also offers predevelopment grants to assist nonprofit use of Section 202 funds, financial assistance to organizations to hire service coordinators, and emergency repair grants.
Private nonprofit organizations can apply to develop Section 202 projects. The organizations must contribute a minimum capital investment of 0.5 percent of the amount that HUD advances. Eligible residents of a Section 202 project must be at least 62 years of age and of very low income.
What is the HUD 811 Program?
The Section 811 program allows persons with disabilities to live as independently as possible in the community by subsidizing rental housing opportunities that provide access to appropriate supportive services.
As the population ages, the number of senior citizens continues to grow. Included in this growing population are an increasing number of senior citizens that cannot afford to pay for housing. Community development organizations, such as housing cooperatives and community development corporations, can work to create new projects in their communities and help senior citizens find existing Section 202 projects.
The HUD Section 202 and Section 811 programs provide critical affordable housing to our nation’s elderly and persons who experience disabilities. The Section 202 and Section 811 programs became distinct programs in 1990; before that time, the Section 202 program served both populations. The Section 202 program funds development of affordable housing for elderly households. The Section 811 program provides non-profits with funding to provide supportive housing for disabled, very- and extremely-low-income persons.
How does HUD define senior housing?
The HOPA modified the statutory definition of housing for older persons as housing intended and operated for occupancy by at least one person 55 years of age or older per unit.
Some Section 202 and Section 811 properties are unassisted. This means that tenants pay a budget-based rent based on the operating costs of the property. Newer Section 202/811 units exclusively receive rental assistance, meaning that tenants pay 30 percent of their adjusted income.
How can I get low-income housing fast?
Low-income families should visit the local Public Housing Authority to find resources for emergency assistance. Many programs have wait lists, making getting help immediately very difficult. If the PHA is taking applications, priority is given to those with income falling below 30 percent of the area's median income.
