Another idea for a forked wheel is to sandwich both the horizontal beam, diagonal brace and the wheel with 2 legs. Then the assembly would be in double shear which is very efficient. If the wheel is thicker than 1.5 inches than a spacers would be needed.

Maybe if you didn't have a welder you could make a fork on the end for the wheel. Then their wouldn't be a side torque on the leg.

What is the jig used to frame the table?

Did you use treated wood or just regular yellow pine? How long to these tables normally last you ?

Regular untreated pine lumber. My oldest tables are 25 years. I've had to replace some braces and rotten parts but many are still in use today!

Decent Plan-BUT-that square up jig is WAY OVER THE TOP-Plus you'll NEVER BUILD ANY SKILLS. This is just like framing a house wall--Set up on a flat surface, lay out supports with line to one side as shown.GET A 7" SPEEDSQUARE-cheap knockoffs are good enough. That will help you lay out lines on side rails-Drill (2) 1/8" holes in center of where cross brace will sit-3/4" in from each edge. On outside face start 3" black drywall screws til they almost protrude. Set your cross brace into place, grab it 6-8" from end, make sure tops are flat and resist the push of the driver setting the screw.

I'm not suggesting anyone buy an expensive welding square to build their greenhouse table, but rather to think outside the box. If a tool you have can ease the process and make things smoother and enable you to get the work done faster and with greater precision than I'm all for it. I had a great time using that square and clamps to make the benches. Yes, I'm skilled enough to do it without. I have probably a half dozen speed squares. I use what works best based on what I have at hand.
