Makhdoom Muhammad Zaman Talib-ul-Mola was born on October 4, 1919 in Hala city of Matiari district. After the death of Makhdoom Ghulam Muhammad, father of Makhdoom Talib-ul-Mola on December 1944, he became Sajjada Nasheen of Dargah Hazrat Sarwar Nooh RA. He was twenty-five years old at that time. In 1936, he founded the Anjuman Ilm O Adab in Hala, with the support of which several literary conferences were held. He established 'Al-Zaman' Press at Hala and Sindhi weekly newspapers 'Pasban' and 'Al-Zaman' continued to be published for a long time. In 1946, he formed a group of Sindhi poets called 'Jamiat ul Shuara' which gave Makhdoom Talibul Mullah the title of 'Mahboob ul Shuara' at the Hyderabad conference in 1950, but he never used it. In 1952, he was elected as the chairman of Jamiat ul Shuara at the Jacobabad Conference. Around 1954, he founded 'Idara Rooh e Adab Sindh', from whose platform a Raag conference was organized in the city of Hala in February 1955 and the monthly magazine 'Rooh e Adab' was published. In November 1955, 'Bazm e Talib ul Mola' was founded in Hyderabad. The task of Bazm was to protect and promote Sindhi literature. In 1957, he was also elected as the president of Jamiat ul Shuara in the Ghotki conference.
Makhdoom Talib-ul-Mola was a well-known figure in the literary, cultural and political contexts of Sindh and was also a poet, prose writer, researcher, linguist and a great human being. When the Sindhi Abadi Board was established in March 1955, he was a member of the board.
He was a member of the National Assembly for the first time during the tenure of General Ayub Khan and for the second time during the tenure of Zulfiqar Ali Bhutto. He was also a member of the Sindh Assembly in 1953. He joined the Pakistan Peoples Party from 1969 and was appointed its senior vice-chairman and held the post for life. The first convention of the party was also held in Hala under his hosting. Makhdoom also played an important role in the MRD movement in 1983. In recognition of his academic, literary, cultural and political services, the Government of Pakistan awarded him the 'Tamgha e Pakistan' and the 'Hilal e Imtiaz', while he was also awarded the Shah Latif Award in 1961. Makhdoom Talib-ul-Mola died on 11 January 1993 and was buried in Dargah Makhdoom Sarwar Nooh RA in Hala. Every year on January 11, his Urs Mubarak is celebrated with great devotion and respect at the Dargah in Hala city.
