It was the right and awful thing to arrest that Constable who stepped out of his oath and was assaulting an innocent man with no lawful excuse. For a social experiment, this only proves one thing. That people have become so accustomed to being treated like this that that they actually believe that that kind of action by law enforcement is lawful and not to be resisted in any way. The actions of this older gentleman who thought he was coming to the aid of the officer goes to show just how far the conditioning has gone. Had this been an actual event taking place, as far as the law would be concerned, this officers actions were in fact unlawful and a citizen would have the right under the law to effect a citizens arrest on the officer. Seeing this older gentleman act the way he did is heartbreaking. Clear case of Stockholm Syndrome.

Has been done in the US with a crooked cop in a low income area. He was known for assaulting teens stealing their drugs or money or jewelry and selling it for profit. Unrelated to that the cop was casing a store that cashed tax return checks and waited for someone. An elderly man though stupidly walks out with cash in hand was stopped and assaulted by the cop but the neighborhood wasn’t having it. People in cars and pedestrians alike tackled the cop gave him a few kicks for good measure and cuffed him. Ironically it still took cops over an hour to show up including IAD the cop was one of very few that actually was convicted and went to prison laughingly where the people he arrested were waiting on him.

A call of "a man putting a police officer in handcuffs" is always going to get a fast response, for a start it doesn't sound right, and of course in this case is a prank but you have concerns for the safety of an assumed colleague. You strike me as the sort of person who expects a PC at your door within 10 minutes when you come home from holiday to find your car has been stolen sometime within the last week.... instead complaining that a 2 hour or the next day response time isn't "good enough", welcome to the real world my friend, policing on a budget, what do you expect? Pretty sure these guys have been told repeatedly in the past that it IS a criminal offence to impersonate a police officer. Pretty sure they've gotten into trouble for it before too. Hopefully they get prison time to drive the lesson home. Edit: Section 24 of PACE stipulates a CONSTABLE may arrest by the way. Hate to tell you, members of the public are not constables.

However, basically there should be nothing wrong with making a citizen's arrest on anyone - also a police officer - when the conditions are fulfilled. Same goes for self defense - the prolem is only to prove it afterwards, but with enough cameras around it is going to happen now and then.

Per U.S. law, the fake cop was impersonating a police officer, searching the subject without probable cause, and assaulting him. On a human basis, the guy was seriously upset and then ran off thinking that the police were going to come after him for weeks. Not funny at all. I think that this kind of experiment is totally insane and totally unresponsible from the police ! Doing this in a crowded public place is just totally silly ! Anything could have happened. Try to do this kind of stupidity in my street in France and I'm pretty sure you'll remember it for the rest of your life. Believe me, if anybody, police officer or not, would do this kind of silly experiment while I'm just walking on the street with my two five years old twin kids, he'll get a big slap on his face for having put my kids in danger.

Ridiculous.. If I would see someone attacking a lone police officer you could count on a nice clothes-line with your face meeting the concrete.
