Treatment of shin splints needs an accurate diagnosis to rule out fractures and compartment syndrome.
If treatment progression lacks improvement, even with rest, your client would be best advised to have an x-ray to rule out anything more serious.
It might simply be that they are continuing with poor training habits and have not been following your advice to rest, but if symptoms do not improve or include any of the following then further investigation is advised:
➡️ Severe pain - especially when you apply slight pressure
➡️ It feels hot and is visibly inflamed
➡️ Pain in the area even when they're resting
➡️ Pain that develops during exercise
Massage techniques that do prove useful are Transverse Soft Tissue Release, effleurage, and compression. They will benefit from other approaches but these can be found at the top of the list.
