The main danger, besides the water level which, in this case, was relatively small compared to some famous tsunamis (I know, this wasn't a tsunami), is the mass and momentum behind that water wall. Most people don't seem to sense it unless it's staring them in the face or they already have knowledge and experience with these sort of things. But, then again, most people don't see much even when it's right in front of them.

It's probably the tidal bore at Hangzhou, China, on the Qiantang River. The rising tide gets funneled through a bay into the river. It happens twice a day. It's a tourist attraction. It's even bigger during the full moon festival. The people aren't risking their lives. They know how big it's going to be, and they are there to see it. Yes, random variations occur, especially with waves on water, but the people aren't crazy. Credit the video title for being correct, not some clickbait.
