The people who do evil are experiencing the consequences of their past actions. For example, if I tell someone that they have 2 billion dong hidden in their house and they burn down their house, they are doing evil. However, the money is not the result of their good karma, but rather the result of their past good karma. When that good karma runs out, they will experience the consequences of their evil actions.
On the other hand, people who do good deeds in this life may have done many evil deeds in their past life. The evil karma from their past life has not yet been exhausted, so they have to wait until it is exhausted before they can enjoy the fruits of their good karma. For example, a king who has a lot of money and property may do evil deeds all over the place and enjoy himself. When his good karma runs out, he will say that the person who did evil deeds is not enjoying himself because of his past good karma, not because of his present good karma. The fruits of his good deeds have not yet ripened because the evil karma of his past life is still present.
This is why I am suffering even though I am doing good deeds. It is because of the evil karma of my past life. Or, for example, people who have made money in dishonest ways and then use that money to build houses and do other things. The fruits of their good deeds have not yet arrived, so they are still experiencing the consequences of their evil deeds. They have to pay off their evil karma before they can enjoy the fruits of their good karma.
This is why I say that it is because of the karma of past lives, not because we have past lives. It is not that there is no karma, but rather that there is karma from past lives. If there were no karma, then no one would do good deeds. They would not understand that the reason why someone is rich even though they do evil deeds is because of their past good karma.
Many kings were very evil, but they were still respected by everyone. This is because they had good karma from their past lives. There are also many kings who did good deeds and brought benefits to their people. There are also many people who destroyed and did evil deeds.
This is just the reality of life. It is not that there is no karma, but rather that there is karma from past lives. There are many kings who were called tyrants in the past. You can read about them in history books. There are also many kings who did good deeds and brought benefits to their people.
