Thanks for the question. There is no difference in meaning. "I wrote..." is considered more an American usage while "I wrote to..." is considered more British. However, there are some situations when 'to' must be used or removed: Incorrect: I wrote a letter Sam. Correct: I wrote a letter to Sam. Incorrect: I wrote to Sam a letter. Incorrect: I wrote Sam to a letter. Correct: I wrote Sam a letter.
