Almost all the construction companies in China are state owned. In Taiwan's chip manufacturing company TSMC, the government of Taiwan has controlling stakes. All the well performing East Asian countries have hige state ownership and planning in the economy. India is corrupt and chaotic, not because there are more government companies, but there isn't enough of it.

The plan was flawed from the start. The modi govt wanted to centralize the railways and hire only through the IAS exam. There was no thought to hire people with technical competence. During this, the railways also stopped its recruitment process which increased the man power shortage. This has nothing to do with bureaucracy but rather incompetent govt decisions.

There are two types of graduate engineers in Railways: 1. Graduate Group C non gazetted engineer (Senior Section Engineer) - Most of them join as SSE and retire as SSE and bear too little respect in their own organisation. Historically these were the conditions of indian engineers in Englisg Rule. Britishers were IES equivalent and indians were JE/SSEs. Graduate UPSC engineers : these are the most covetted engineer among IES exam(Group A gazetted). In all practical purposes all the ground work is being done by SSEs and these are the private equivalent "Managers" for these SSEs. These people join as Assistant Engineer and retire as Railway board member or Equivalent Principal rank.

A short story on Indian Railway work culture: Every day, a small ant (Artisans) arrived at work early and starting work immediately, she produced a lot and she was happy. The boss (Top management), a lion (Railway Board), was surprised to see that the ant was working without supervision. He thought if the ant can produce so much without supervision, wouldn’t she produce more if she had a supervisor!. So the lion recruited a cockroach (Middle management -JAG/SAG officers) who had extensive experience as a supervisor and who was famous for writing excellent reports. The cockroach’s first decision was to set up a clocking in attendance system. He also needed a secretary to help him write and type his reports. He recruited a spider ( who managed the archives and monitored all phone calls. The lion was delighted with the cockroach’s report and asked him to produce graphs to describe production rates and analyze trends so that he could use them for presentations at board meetings. So the cockroach had to buy a new computer and a laser printer and recruit a fly to manage the IT department. The ant, who had been once so productive and relaxed, hated this new plethora of paperwork and meetings which used up most of her time. The lion came to the conclusion that it was high time to nominate a person in charge of the department where the ant worked. The position was given to the cicada Front line Managers: Junior scale/Senior scale officers) whose first decision was to buy a carpet and an ergonomic chair for his office. The new person in charge, the cicada, also needed a computer and a personal assistant, whom he had brought from his previous department to help him prepare a work and budget control strategic optimization plan. The department where the ant works is now a sad place, where nobody laughs anymore and everybody has become upset. Having experience in a Central PSU power company, I can say that in PSU's all officers are recruited as managers but are posted in different departments based on areas of discipline. But in later stages we are allowed to cross over to other departments or related departments that need cross-disciplinary expertise. For instance, in a power plant, Mechanical engineers are 1st posted in Boiler & turbine maintanence department. But later they can go to HR (if they do an MBA), fuel management, contracts departments etc. That is what IRMS will enable. Now electrical engineers can also work in personnel service that was earlier only under Civil servants. I think it's a good move, because it allows people wide array of cross sectoral experience. These sub-cadre system is present in all PSU's.

Then division into subunits is necessary. The converse is also true. Too many subunits creates inefficiency. Also, while both kinds of managers can be parasites, that is more commonly found on the accounting and social sciences side.

Thanks, for the article, not much is heard about railways which moves middle class of India. I was just wondering, why can't there be, a separate technical cadre and rest of the cadre, parallel posts or equivalent in both cadre would it satisfy both sides? So there no intercenine between the cadres. Least said, there is a lot of areas where IR need to catch up with the existing services. Than just keep introducing new Vande Bharat, and ignoring the regular trains.

single tier management is the need of the hour. this clamour for careers prevails because of too many levels in th hierarchy. the guys on top just need to assign blames for initiating fact finding meetings and provide finances for their pet projects . the moment power, responsibility and accountability goes hand in hand, all of this nonsense will go away. Railway should be managed by Engineers. An engineer can easily take accountant, HR etc roles but someone from non technical background cant handle highly technical job of Railway.

Sangis have this dogmatic belief that low level government officers are all fools, but IAS officers are highly qualified to lead any industry or department. The reality can't be anymore opposite. IAS officers are less qualified to lead anything than a low level technical worker. If a group of workers can come together, they can create ideas, make a plan and build on it. IAS officers can't do sht.

Indian Railways has committed a blunder by undermining the SCRA -Special Class Railway Apprentices Exam - the exam tougher than the Civil Services exam.This exam was conducted at Class 12 level having higher numbers of candidates competing for a mere 5-7 seats during most years of selection.General categories seat would thus be just 3-4 in any given year. After selection the candidates go through hands on railways engineering courses for four years at Jamalpur.After the four years they get IRSME engg degrees.This was the most elite group in all bureaucracy of India.They formed an elite class with hands on engineering work experience.They being merit candidates strictly enforced A SEPARATE elite class which never reported to CIVIL SERVICES IAS, or any other civil services. From 1981 the numbers selected from SCRA has been minimal (General Category) - which broke the backbone of Indian Railways Independence - the Railway Budget. To further deprecate the elite SCRA the Railway Budget was SCRAPPED. Now, the outcome is evident from the railway accidents which are frequently reported by news channels. How can a Chartered Accountant decide what An Elite SCRA engineering officer would do? Further, with IRMS will BA, LLB IRSM officer be at par with an Elite SCRA engineering officer while dispensing Engineering problems ?? A Chartered Accountant should not decide the issue. During the British times the Railway was directly under UK Queens command with it's own Budget and decision making as it was the vehicle of development AND vehicle of OWNERSHIP OF NATURAL RESOURCES -coal, petroleum products, Gold, metals etc. Any reforms should have been equivalent to the Queens structure. Indian Railways Budget should have been made answerable to citizens through the Hon President acting through the Railway Ministry. In short, compromising MERIT for "obvious consideration other than intellectual merit" would result in a devastating situation with far reaching consequences.

Madam , It is time the Indian Railways dumped the Civil Services intake . IRSC , at Jamalpur , is also not able to fully subscribe the Technical Officers of the Railways Railways have to plan for setting up Railway Academy , someplace , with salubrious climate and railhead ( Dehradun , Rishikesh , Mettupalayam ) for training their Officers . Intake should be UPSC , at 12 pass level , followed by a 4 year integrated Curriculum , for the residential trainees . First year should be common for all trainees , both management and technical , thereafter , they segregate into their respective curriculum . The grossly inadequate intake at Jamalpur will be addressed , and an International class Academy , will make India proud , also host foreign Trainee Officers . Please MODI SIR , pay need . 🙏🚋🇮🇳.
