The Michigan State Police Aviation Unit, Trooper 3, broadcast information that a suspect who was fleeing on foot from officers from a carjacked vehicle from an incident in Dearborn, car jacked a black Dodge Durango while fleeing on foot. The suspect fled in the stolen Dodge Durango.
Trooper 3 broadcast information as to the suspect vehicle’s location and direction of travel. I, along with my partner, Tpr. Mejia, were in easily recognizable Michigan State Police Uniforms and in a fully marked Michigan State Police Patrol car, identified as 2264. The emergency lights, siren, and in car video were functioning on patrol car 2264. Trooper 3 broadcast information that the Dodge Durango was heading west on 7 Mile and it appeared to be staying on 7 Mile. I headed to the area and waited on the northbound I-75 Service Dr. at 7 Mile. The suspect vehicle approached I-75 while heading west on 7 Mile and it was speeding with no headlights on. I activated the emergency siren and lights on my patrol car. Tpr. Burbank was positioned behind my patrol car, see Tpr. Burbank’s supplemental report. The Dodge Durango turned south into a parking lot and then west in an alley. I advised Station 20 that the suspect vehicle was fleeing from me. The Dodge Durango crossed over I-75 and headed south on the I-75 Service Dr. The Dodge Durango reached speeds of 80MPH on the I-75 Service Dr. which has a posted speed limit of 25MPH.
The suspect vehicle continued on the Service Dr. and crossed over McNichols, entering southbound I-75. The suspect vehicle fled south on I-75 and then west on Davison Freeway. The suspect vehicle reached speeds in excess of 120MPH on the Davison Freeway which has a speed limit of 55MPH. I was not able to obtain information over the radio as to whether a weapon was used in the carjacking, so I made the decision to wait until the suspect vehicle slowed down rather than ramming it at higher speeds.
The suspect vehicle exited the Davison Freeway onto Davison Ave. The suspect vehicle used the center turn lane and all lanes to pass traffic on Davison Ave. The suspect vehicle did not stop for any red lights on Davison Ave. The posted speed limit on Davison Ave. is 35MPH and the suspect vehicle fled at speeds in excess of 80MPH on Davison Ave. The suspect vehicle entered westbound I-96 from Davison Ave. and eventually exited westbound I-96 to Grand River due to a traffic backup.
As the suspect vehicle turned to head northwest on Grand River, it was traveling below 40MPH, so I initiated a P.I.T. maneuver which spun the suspect vehicle out. The suspect vehicle struck an abandoned building and became disabled. The suspect driver then fled on foot. Tpr. Mejia, in a full, easily recognizable Michigan State Police uniform, along with officers from the Detroit Police Department chased the suspect on foot. I followed in my patrol car and observed the suspect grabbing a small SUV’s front passenger door handle attempting to open the door on the westbound I-96 Service Dr. at Grand River.
