You mention that Licence Mobility through SA for System Center is unusable as there are no formulas. These can be found in the Software Assurance Benefits section of the Product Terms (they have been in the PUR/Product Terms for a long time!)

Yes, they are there. Here is a tricky one. How many System Center Standard licences do I need for two 4-core virtual machines in a public cloud environment? Granted that we don't know the host processor details, of course. Even more, we know nothing at all about hosts.

@@SAMexpertTV The number of cores the VMs are using is not counted; it's OSEs so the answer is 16 SCCM Standard Cores. "Every 16 Management Licenses with active SA coverage = 2 Managed OSEs"

Management Servers System Center 2022 Standard Every 16 Management Licenses with active SA coverage 2 Managed OSEs per Licensed Server Management Servers System Center 2022 Datacenter Every 16 Management Licenses with active SA coverage 10 Managed OSEs per Licensed Server
