MAYANJA DECLARES MUKONO RDC FATUMA NDISABA UNFIT TO HOLD PUBLIC OFFICE
State Minister for Lands Dr. Sam Mayanja this Thursday addressed a land baraza in Mukono's Naama Sub County Mpooma Village after he was petitioned by Soroti medical doctors Juventile & Elizabeth Emuku whose 8 acres of land had been grabbed by notorious land dealer Hajjat Jamawa Nantuume. She deprived them of their prime land for 8 years.
Nantuume in 2008 received Shs54m from the Emukus and thereafter introduced them to the neighbours and area LC1 officials as the new owners of the land. However, Nantuume turned round 8 years ago and refused to share her ID to authenticate the transfer of the land claiming that the Shs54m she had been paid and accepted as purchase price was too little for the 8 acres of land which she willingly sold to the Emukus in 2008.
After making a U-turn, Nantuume tried to repossess the land which the Emukus had already taken possession of. Claiming to have powerful backers in State House, Nantuume unleashed kanyamas who destroyed crops and livestock on the Mpooma farm which the Emukus had put in place as they prepared to establish an ultra modern private hospital similar to the one they have in Soroti City.
Nantuume also thrice filed court cases in the Jinja High Court against the Emukus and lost all of them which resulted into huge sums of money being imposed on her to pay as damages in favor of the Emukus. When she failed to pay court costs, Hajjat Jamawa Nantuume was convicted to civil prison at Kawuga where she has to serve for six months. She was jailed during the Easter break and will be in coolers up to October.
When he got petitioned by the Emukus saying the Mukono RDC and the Police leadership had refused to help them, Dr. Sam Mayanja obtained all the relevant documents (namely sales agreement, the three court orders etc) he wrote to the Mukono RDC Fatuma Ndisaba directing her to help the Emukus get back their land and instead the RDC began playing games while trying to direct the Minister to back off and leave the Emukus carry their own cross.
She went as far as directing Mayanja to authenticate the Court confirmatory and validation orders before the Emukus could be allowed back onto their land. Dr. Mayanja was also angry that Ndisaba refused to deploy security for his Thursday meeting and also refused to send a representative. He used security from State House, that was obtained through Private Secretary Phiona Barungi. That the RDC also tried to frustrate Minister's locus visit onto the Mpooma land to help the Emukus get back their land.
Mayanja said he had never seen an indifferent RDC like Ndisaba and also wondered how she got the job of being the President's representative in Mukono. Having listened to other residents who used the meeting to portray Ndisaba as a very unhelpful RDC, Mayanja vowed to work with Presidency Minister Milly Babalanda to have Ndisaba severely sanctioned for disrespecting him as a Minister and for being generally lukewarm towards using her office to help the poor who become victims of land grabbing.
The Minister said he was shocked when the deputy Mukono RDC who Ndisaba claimed to have delegated to represent her at the Mpooma meeting, told him he was simply not aware of the meeting as his boss Ndisaba never informed him about it.
Mayanja said that Ndisaba was the worst RDC he knows currently anywhere in Uganda and made it clear he doesn't fear her at all. Mayanja said he can't be a Minister who takes on the mighty like Mengo and then fear a mere Ndisaba. He advised her to benchmark on Wakiso's Justine Mbabazi and Kikube's Amlan Tumusiime who are public-spirited and are always prepared to stand in solidarity with victims of land grabbing.
