I went to Japan in 2006. The police in the airport were carrying this revolver. I asked a police officer if his revolver was a Smith and Wesson. He said no made in Japan.

Did said revolver have a cylinder release akin to that of a Colt or a S&W? If the former, then it is most likely a Miroku revolver. If not, it is most likely New Nambu M60, S&W M360J Sakura, or some other brand.

I was born in a sad time, a few decades ago you could buy an astounding number of surplus police and military handguns for a good price. Now even low end spanish 32 automatics are 3 to 4 hundred dollars in ok condition. That .38 is really cool though, I've never even heard of them before.

I have a 5 in Miruko .38 special. Just like the one pictured. I got mine when a military man passed. He bought it when he was posted in Japan right after the bombing and helped with the Miruko gun builder building construction. I even had the box but it was in bad condition. I haven't personally shot the gun yet but it's in awesome condition.

You are sure right about Miroku. I have a Winchester 1886 made by them. It's gorgeous and digests everything I feed it. Cost far less than an original manufacture that I would be too paranoid to take out of its case. Your revolver looks like they borrowed styling from several American makers. Grip, trigger, and cylinder latch look Colt. Frame and barrel kind of remind me of High Standard. Hammer looks like Smith and Wesson. Looks like it is fun to burn nostalgic with a batch of assorted .38s.

I have a Miroku Liberty Chief. It’s a 2” 6 shot .38 special and all that I could find on it was that it and other variations were issued to the Japanese police. Like you said, it’s a pretty high quality revolver and the fit and finish are on par with other revolvers if it’s time. I’ve been happy with mine.
