I don't think so. To me its simply the blonde guy is 'afraid' of getting hit. To deal effective punch you have to be brave, I mean ready to be hit. You can see in the few first second his attack doesnt completely reach other guy (look at his arm, it doesnt even strech fully). That is an instict if hes getting hit he can prepare by blocking using his unstreched arm Meanwhile you can see the other guy. He is able to fully strech his arms so he can reach the blond guy. That is a sign of bravery, means he is ready to be hit in form of counter or other way. At least in this match.
