Most parking spaces are 9 feet wide, giving you 18ft with 2 spaces

Depends on the parking lot, but yes some are 9'. Here in socal they tend to be on the tighter side around 8'6". So yes technically 17' if you include the painted lines. If you're staying inside the lines should be close to 16'.

How do you know what speed to enter the turn? In the video it looks like you were approaching at 6mph, reduced it to 4mph while countersteering and leaning, executed the turn at 5mph and accelerating. Can I use a faster speeds than this? 4mph for my bike is right on the lower limit of feeling like it wants to fall over Thanks for the great tutorial

I don't pay much attention to the speed. With enough practice you will know what speed feels right for you. It will likely be between 5 and 10 mph for this size u-turn. I did these on the slower side to show smooth, easy u-turns. It's going to be dependent on your motorcycle and how comfortable you are leaning the motorcycle. So you definitely can use faster speeds.
