In 1967, Bones Howe, the producer of the group The Association, asked Webb to create a pop song with different movements and time signature changes. Webb was inspired by memories of his relationship and breakup with Susie Horton who worked for Aetna Insurance near MacArthur Park in Los Angeles. Webb created "MacArthur Park" but Howe and The Association rejected it.
In late 1967, Richard Harris met Webb at a fundraiser in E LA. Harris later requested Webb to record a pop music debut for Harris in London. The last song presented to Harris was "MacArthur Park" which was recorded on December 21, 1967, at Armin Steiner's Sound Recorders in Hollywood. Instrument overdubs were recorded on December 29 to 30 with studio musician members of the Wrecking Crew (Hal Blaine on drums, Larry Knechtel on keyboards, Joe Osborn on bass guitar, and Tommy Tedesco and Mike Deasy on guitars) along with Webb on harpsichord.
The song was in the 1968 album of Harris 'A Tramp Shining". The single was released in April 1968, was played by 77 WABC on April 9, 1968 and won the 1969 Grammy Award for Best Arrangement Accompanying Vocalist.
A double vinyl LP album "London Weekend Television Presents: A Gala Evening Of Music And Wit" was made from the recording at the Queen Elizabeth Hall on Tuesday 13th June 13, 1972. It featured Richard Harris singing “MacArthur Park” & “Bridge over Troubled Waters”
