I know servers and bartenders that make anywhere from $400-$1500 a week. Depending on the hours and shift. Janitors can vary depending on the state/city. In my city, on average, they make $20 per hour. Retail, on average, is about $15 per hour. Again, depending on the state/city. You would tip for services. Uber, valet, restaurant, hair, nails, etc., but you don't have to tip for fast casual places, ie, Starbucks. You can tip if you'd like, but it's not required in fast casual establishments.

Not really sure but from personal experience, my family were on holiday a few years ago in New York and after the meal I left about $3 as tip, and to my unbelief they stopped me from going out and said I had to pay at least $7 if I remember correctly. We live in the UK and giving tips is not really a thing here like in the US. Since then I have learnt to incorporate the tip whenever over there to at least about $10 or more ….. depending on the waiter/ waitress behaviour and attitude.

As stated above, they will block you from leaving and ask you to pay the tip. For the most part, it's not illegal not to tip, but it is highly frowned upon, and if you frequent the restaurant again, they will ask you to leave. If it keeps happening, sometimes they will pass your name and image to other restaurants nearby.
