The noisy neighbour problem could have possibly been settled with a complaint to the manager. Also I don't know about the petty revenge, these things can come back to bite you in unexpected ways, I'm sure a guy who is a stickler for rubbish disposal day is willing to cause trouble for you in some way, maybe banning you if this place has multiple facilities, or enforcing terms of contract .etc .etc it's real easy to identify someone from their rubbish because there is usually something identifiable. Imagine turning up to Japan again and finding a summary judgement was made against you in terms of property damage or breach of contract.

Even if you have a working holiday visa - foreinger-centric accommodation is always trouble in one form or another. You are much better off spending a bit of extra time getting into something that is at least semi-disassociated like Leopalace or other monthly rental plan places. If you want to make friends you are better off finding international bars or finding social meetups online when you feel life it.
