The reason why you have to declare is because of your pivot foot. Rules have changed to determine what motion you're taking whether being in wind-up or stretch is all based off the pivot foot. If your pivot foot in contact with the rubber is parallel to the rubber, then you're in the stretch, but if it is not parallel to the rubber, then your in wind-up. But a new style with your stance where you have your pivot foot parallel to the rubber and still perform a wind-up motion usually so you can get that little quick pitch becomes an issue when going back to the original rule. Being your foot is parallel so you have to perform a stretch base motion so the second you take a little side step normal for a wind-up is a balk because that's an illegal motion when in stretch. This can become extremely confusing and be perceived as deceiving the runner especially with a runner on 3rd base where it's much easier to pick off for a right handed pitcher. The allowing you to declare allows you to have that style of motion if not you wouldn't be allowed to have your foot parallel to the rubber and be considered in wind-up.

The umpire made the correct call on that (or at least it was so close it can go either way). It isn't about where the ball lands once it starts bouncing, its where the ball is at it travels from a fair bounce and then over 1st base. The ball's trajectory at the bounce started well in play, and if you pause the video when you think the ball is crossing over the base you can see it is overtop of the base and not foul at that point. That's a fair ball. Of course its very difficult to tell without having a two vector/two camera angle review of where the ball is exactly but I can see how the umpire could call it foul.

Pretty sure that ball hit down the 1st base line was fair. The rule states that if the ball crossed the base in fair territory while in the air then the ball is considered fair. The ball hit the ground in fair territory, then started to hook to the line. It crossed the base while the ball was still in fair territory, and thus is fair. The long lens makes it harder to determine, but judging the speed of the ball one can make a reasonable estimation that it was still in fair territory as it crossed the bag.
