Routed the way you've described can be a way to preserve paint contacted by housing. The caveat is the length needs to be enough for it to freely loop around. I learned this back when Cannondale made the first Headshocks. We needed a way to keep housing from wearing through the rubber shock cover. Going to the opposte side and letting the cables cross under the downtube achieved this. That was the mid 1990s. Now there are other reasons but usually some with some logical thought in doing so.

So, I did reach out to the previous owner on this and his response was: "I was told many years ago that crossing the cables was putting less strain on the housing from the handlebars to the downtube" -
