Standard Port Colville is in TZ-1. ( Subtract 1 hr for UT ) As suggested in this factitious RYA Almanac book, Do we have to Subtract 1 hr from your calculation and then add 1 hour for Day Light Saving Time? SPDST means South Pacific Day Light Saving Time. SPDST., therefore you add UT+1 I noticed that you have written TZ-1/ UT+1 in your note. I am confused.

So if the standard port is in TZ-1 (or UT+1, as they mean the same thing), then you do not add on the hour for DST (or SPDST) until you have done the HW/LW time conversion for the secondary port. Hope that helps
